*The Chinese government is currently developing policies and criteria for humanitarian organization operations in China. Respecting the government's regulations, Rotary is also closely monitoring the provisional clubs to help them become effective clubs.

RI has granted provisional status to clubs in Beijing and Shanghai, People's Republic of China, where Rotarians have been meeting for four and two years, respectively. Once the Chinese government enacts a law concerning non-governmental organizations, the clubs will be officially chartered.
